The Collapse of the 28-Point Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the tension triggered by the presentation of a new 28-point plan for resolving the conflict appeared – momentarily – to have been defused. A senior US official spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: a renewed assault of rocket attacks on Kyiv.

The Cycle of Peace Talks and Military Action

The sequence of opposing developments captured the bleak nature of the recent timeframe. By day, diplomatic battles are fought: positive announcements are released from different nations. Considerable effort is allocated on restraining particular approaches. By night, Moscow forcefully demonstrates the world that, for them, war remains the main instrument for achieving "settlement".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is capable of detecting missile launches from across the border, a capability enabled by up-to-date information. From observation points, Ukrainian air force fighter jets that had been deployed to intercept incoming guided weapons streaked across the sky – advanced fighter aircraft provided to Ukraine by Western partners.

Moments later, Kyiv's missile defense activated: defensive missiles deployed against a Russian ballistic missile. This was a modern interception technology at work, probably provided by partner states. Every launch jolts you unexpectedly, rattling buildings. The brief panic quickly gives way to resigned acknowledgment: maybe the approaching threat won't cause damage this time, preventing destruction from ruin and another blackout.

Continuous Dangers

Soon after, a large-caliber weapon fired at a drone in the vicinity, part of a defensive team – most likely allied-provided weaponry. Regrettably, the projectiles didn't strike the hostile drone – it pressed on overhead toward its target.

Periodically, this continued until dawn. Kyiv faced the daybreak reports: multiple fatalities, destruction and heating outages in numerous residences as a result of the night's assault. As customarily, everyone still maintained normal activities – enduring hostilities. But those 24 hours illustrated Ukraine's essential dependence on Western support – a need that neighboring countries are clearly incapable to substitute in the short term.

Failed Diplomacy

The detailed framework from Washington sparked intense emotion, debate and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new approach from US leadership follows the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually achieve victory. This trend will, undoubtedly, continue.

Strategic Calculations

It is easy to blame specific actors of repeatedly advocating Russian terms. But that does not seem to be the whole story. American leadership works based on a premise well known to international relations experts: you cannot secure via talks what you have lost on the battlefield. The American government presumes that it is impossible to pressure the Kremlin to relinquish the areas that it currently occupies in Ukraine's south or east.

The problem is that while accepting these circumstances, US leadership does nothing to discourage Russia, through words or deeds, from believing that the status quo will not evolve additionally in its favour in the coming year.

Conflicting Perspectives

Therefore, the Kremlin is confident that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their reason to agree to terms that does not give them the maximum possible gain is close to zero. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leadership remains supremely confident in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding people and territory but preventing a total frontline collapse until circumstances change in its advantage.

Current Realities

Objectively, there are no actual prerequisites for a ceasefire. Now, individual motivations are becoming relevant: political desires to negotiate peace and achieve global acclaim, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unsuitable, so that their priority does not move to homefront challenges. And although their task will now be significantly challenging after latest incidents, it remains highly unlikely that this will modify their basic position.

These two forces are driving the talks.

Summary and Prospects

It took a only one week to eliminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, current information leaks, all served their function.

While new plans based on established approaches are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and reflect certain reluctance to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, mainly require continued Western support.
